能源安全和低碳转型背景下的全球气候博弈与“非常规”贸易摩擦

【摘要】 全球各国在能源安全与低碳转型之间的艰难平衡引发了新一轮的气候博弈。为缓解能源安全和低碳转型之间的矛盾,发达国家很可能制造“非常规”贸易摩擦。这种“非常规”贸易摩擦将对国际清洁能源产业供应链和高碳产品贸易局势产生深刻影响。中国应坚持从国际气候合作框架出发,制定针对性的贸易政策,并强化以碳市场为核心的国内减排政策。基于此,中国可以在促进低碳经济转型和保障能源安全的同时,提升国际贸易竞争力,为应对未来的贸易挑战做好准备。

【Abstract】 The difficult balance between energy security and a low-carbon transition has given rise to a new wave of global climate competition. To address the tension between these objectives, developed countries are likely to implement a new series of “unconventional” trade measures. These actions are expected to significantly impact the global supply chain for clean energy industries and alter the trade dynamics of high-carbon products. In response, China should adhere to an international climate cooperation framework, develop targeted trade policies, and strengthen its domestic emissions reduction strategies, particularly through a robust carbon market. This approach will enable China to facilitate a low-carbon economic transition, ensure energy stability, enhance its international trade competitiveness, and prepare for future trade challenges.
